EOI Request – Consulting work on Geothermal Strategy for Kenya

The World Bank is seeking submissions of Expressions of Interest for consultants for the work on a geothermal strategy for Kenya.

The World Bank has issued the following Request for Expression of Interest for the selection for consultants.

Assignment Title: 1223079 – Preparation of National Geothermal Strategy for Kenya Assignment Countries: Kenya

Assignment Overview

Kenya has set ambitious targets for geothermal development with a vision to develop 5,000 MW by 2030. The GoK has requested the support of the World Bank and its Energy Sector Management Assistance Program (ESMAP) to develop a National Geothermal Strategy that will provide a holistic approach to address the main challenges facing the sector and to ensure coherence of the approaches and solutions pursued. The ultimate objective is to help increase the MWs of geothermal capacity installed by improving the framework for public and private participation in the sector. The strategy is guided by the Geothermal Working Group chaired by the Ministry of Energy and Petroleum (MoEP).

Phase I of the strategy development has been completed, encompassing a diagnostic assessment and a consultation forum, held in Nairobi on May 23-24, 2016. A Consultant is now sought for the Phase II of strategy development encompassing the following two components:

(i) Prepare Kenyas National Geothermal Strategy including an action plan until 2030. The strategy will help define the priority development models to be used and the primary roles expected of public and private sector, taking into consideration the availability of financing and the development targets. The strategy will define detailed actions to be implemented by the Government in order to address all the relevant challenges identified. This action plan will include short, medium and long term actions.

(ii) Support the Geothermal Development Corporation (GDC) in the preparation of its new Strategic Plan. The plan will establish how to most effectively use the financial, human and technical resources available to the company to address the high risk associated to the early phases of geothermal development and subsequently attract technically and financially capable private developers. The plan will include a review of the existing GDC establishment, departmental objectives, organizational structure, existing facilities and infrastructure, development plans, vision, mission, corporate values and business models, existing policies and investment plans. Based on this review, the plan will help formulate corporate objectives which are aligned with national objectives as defined in the National Geothermal Strategy. GDCs Strategy will define GDCs business model(s) for development of a specific pipeline of priority fields/projects for a minimum of a 10-year horizon.

Timeline

It is expected that completion of the assignment will be required within three months of contract signature.

Submission Requirements

The World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Consultants may associate to enhance their qualifications.

Notes

Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.

Only those firms which have been shortlisted will receive notification. No debrief will be provided to firms which have not been shortlisted.

Qualification Criteria

  1. Proven and significant experience in the geothermal energy sector, preferably in developing countries and specifically in Kenya *
  2. Strong understanding of the legal, technical, financial, and regulatory aspects of geothermal power development *
  3. Strong familiarity with a range of geothermal development models, as well as experience evaluating technical options for geothermal power development and developing strategies for the sector *
  4.  The Consultant will have to interact and involve all the relevant stakeholders in developing and taking ownership of the National Strategy and GDC’s Strategy – experience in managing such a process is thus critical *
  5. Experience in developing priority energy sector strategies *
